The issue of abuse and neglect  of vulnerable adults has been much highlighted in recent years with various reports identifying alarming levels of abuse both in disability services, older peoples own homes and in care setting.

Safeguarding of Vulnerable Adults Policy 2014 sets out the HSE position, and states that all adults have the right to be safe and to live a life free from abuse. All persons are entitled to this right, regardless of their circumstances. It is the responsibility of all service providers, statutory and non‐statutory, to ensure that, service users are treated with respect and dignity, have their welfare promoted and receive support in an environment in which every effort is made to promote welfare and to prevent abuse.

Traditionally it was thought that abuses occurred by perpetrators with poor or bad intentions and now we are aware that abuse also occurs when services are not person centred or fail to balance the individual’s human rights against safety.

Direct Support Workers working in the caring services are involved more and more with complex residents, some of whom are extremely vulnerable and may be subjected to abuse.

This training programme supports the development of competence in direct support workers to recognise abuse and neglect and understand their role in the detection, prevention and in particular the safeguarding of the vulnerable adults they work with.
